Another Democrat Spreads the Medicaid Lie

One Alix Rosenthal, who writes a regular column for the SF Examiner, made a claim in today’s article, that Medi-Cal is totally free for the poor, who are disabled or elderly. Here is the article’s URL, which includes my reply. Since it may not be accepted, my reply is also posted below:

–begin my reply:

Regarding your statement, “Medi-Cal — the program that pays for 100 percent of your health care costs if you are senior, poor or disabled.” That is a cruel deception. For unless you collect a Social Security amount of $600 or less, you must pay a monthly share of cost (SOC) that takes every dollar above 600. For me, that means my SOC is $518…almost half my income!

This SOC mandate was instituted under Gov. Schwarzenegger’s watch in 1989, and is based on that year’s cost of living. It has never been raised since. Our present governor, Jerry Brown, has not seen fit to rectify this unfair arrangement that rips off the poor. Even though he is a Democrat, unlike Schwarzenegger. Not all states that have accepted expanded Medicaid charge a SOC, including Massachusetts, New Mexico and Minnesota. But I suspect that the majority of the 19 states that have expanded Medicaid, charge an exorbitantly unaffordable SOC.

When Obama announced expanded Medicaid, he said he’d leave it up to each state, how to spend it. Obviously, that includes whether or not they will squeeze the wallets of those who can least afford “affordable care.” As far as I’m concerned, there should be no SOC for those so poor as to be eligible for Medicaid in the first place. Obamacare, therefore, is more like a death sentence for tens of millions of Medicaid recipients, rather than a boon. Medi-Cal’s own site used to include a statement that admitted this SOC is so exorbitant, as to be useless to a large number of their clients. They have since erased it, replacing that remark with a bunch of undecipherable operating costs. I had to go to a dental service site, to find proof of my claim, and you can find it here:

“The MNL has not changed since 1989 and is $600 for an individual. Thus, anything an individual earns over $600 a month becomes that individual’s share of cost. For example, if an individual earns $1,100 a month, that person must incur $500 in medical costs each month before receiving any coverage from the Medi-Cal program. For consumers with a high share of cost, Medi-Cal provides little more than catastrophic coverage and does not enable them to access health care services.”

(MNL stands for “maintenance need level.”)

I was shocked four months after I applied for Medi-Cal (which I dropped over a decade ago, due to so many cutbacks it became useless to me), to receive their SOC notice, declaring that $518 monthly fee! Assuming this was an error, I marched on down to their office, only to be told no, that is the correct amount. I was angered and dismayed, and they gave no explanation as to why such a ridiculous monthly charge. So I had to do my homework by searching the web. The truth is hard to track down, as Medi-Cal has intentionally obfuscated the SOC fee. Other states’ Medicaid pages seem to be hiding the truth, too. Except for those that do not charge any SOC which, in their cases, they tell you up front, there is no monthly expense.

In June of 2015 I emailed a letter of outrage to Congressperson Nancy Pelosi (along with a copy of it to other Democratic leaders and 17 major alternative/progressive online news sites). Ms. Pelosi has never responded, nor have any of the other people and organizations I posted to. You may read that letter here:

Meanwhile, the Democratic Party elitists pat each other on the back over the “miraculous” success of Medicaid. The Democratic Party, with President Obama at the helm, is complicit in this deadly dupe. Though I voted for him twice, I am disgusted at this deception that is the manipulation of both government and mainstream (and even alternative) media. For you, too, Ms. Rosenthal, believe this lie.

My teeth are almost all gone, and I cannot get any annual checkups to prevent or slow down blindness, due to my age, which is now 66. Many other preventative and treatable ailments are way beyond any sort of affordability. And this must be true of many others receiving Medi-Cal. Yet there is no outcry, no support groups, no political movement to bring justice to California’s poorest.

Medicaid = Megadeaths

While many folks are aware that 22 states have refused to expand Medicaid, at the cost of more than 4.3 million lives, they are not aware that many low income folks living in the (mostly blue) states, remain grievously shortchanged when it comes to affordable health care.

I live in the blue state of California, as a low income resident in San Francisco. Yet Obamacare’s expansion to Medi-Cal does nothing to make my health care anywhere near “affordable.” That is because California’s version of Medicaid has instituted a monthly share of cost in 1989, based on that year’s cost of living: $600…and it has not been adjusted upwards, ever since! The first question that comes to my mind, is: “How on earth did they get away with this?”

And California has never adjusted this cost of living ever since. Which means that Medi-Cal will not cover any medical fees until I pay $518 any given month…based on my social security income of $1,243. This is almost half my income, therefore I can not afford any sort of health care, including preventative or maintenance. This 1989 cost of living means that any monthly income beyond $600, is automatically stripped by Medi-Cal. Now, how can anyone survive on such an astronomical fee?

Some other states, such as Minnesota, New Mexico and Massachusetts, grant Medicaid recipients a much more reasonable cost. For example, Minnesota charges $0.00 (zero dollars) for anyone collecting $1,340 or less per month. Therefore, I conclude that California’s version of Medicaid (Medi-Cal) is ripping off the poor even to the point where their own lives are at stake. And if not their lives, causing them much misery because they cannot afford any of the care required to ease their suffering.

I can only assume that many other blue states are equally cruel, with little exception (those reasonable states like the three cited above). It is up to other enlightened folks to do the math, for I am barely treading water in struggling for my own freedom. Thus do not have either the time or energy to parse all inequities of this Medicaid debacle.

Perversely enough, this matter of blue state rip off is not even on the political radar, though red state issues around Medicaid are. As if every blue state has all its poor residents totally covered, with no reason whatsoever to complain. Here is a good example of how only the red (conservative) states are being blamed for outrageous out-of-pocket Medicaid fees:

In speaking out against this death sentence to the poor, I am usually slammed by my own progressive peers…accused of being a right-wing saboteur. (I am a Democrat, who voted for Obama FYI.) Very few have followed up on my claims, to see if I am correct regarding this matter. They are totally brainwashed.

And our government–along with the progressive media–are implicit in sweeping this horrid truth under the proverbial carpet. Meanwhile, time is ticking for this neglected soul, until the day comes when I suffer a major ailment, injury or emergency, which fees required by Medi-Cal will make me so poor, I can no longer feed myself, or keep a humble roof over my head. This is indeed a death sentence, for which I am greatly angered at our government, and wish it no good any more. For I need annual eye checkups to keep from going blind. Checkups which I can no longer afford. And who knows what other ailments I will suffer that are common to the elderly (for I am now 66 years old)? What about prostate cancer, arthritis, pneumonia, or going deaf? Many other medical issues occur to me, that I cannot afford to take care of, even if they are readily managed by our modern health care system…and for which I become ever more susceptible, due to my advanced age.


I am forced by a diabolical system to fight for my own life…as if I were the only one in this nation suffering such egregious abuse. For in my daily life–online as well as offline–I have yet to encounter anyone else with a similar gov’t boot stomping on his neck.

The only solution I can come up with, is to press for a class action lawsuit. Against both the state of California, and the White House! Which may land me in prison, or at best get me cut off from any social security and/or other government aid. For whistle blowers are not regarded kindly these days, in spite of a democratic president. I may likely perish in this fight to preserve my own life!

Thus I have arrived at a new faith in Our Creator: that He shall somehow grant me good health and fortitude through this battle that for whatever reason He has called me to wage. But do not think for a moment, that I have any faith in this nation, or any great love as some sort of hoodwinked patriot. For this Medi-Cal offense is more than an inconvenience: it is a willful threat towards my well being, and even existence, at the hands of Uncle Sam. So once more I say:

I tracked down four Youtube videos about Medicaid scam, that further verify my own assertion. Here we go:

“As if anyone poor enough to be eligible for Medicaid can even afford an estate planning attorney. Plus, the spouse is left with having to clean out his savings, until it is below Medicaid’s allowable assets, which is less than $3,000. Shoving the spouse into extreme poverty: way to go, Medi-Cal!”

3. Medicaid is Ruining My Life

This man’s from Idaho, and his story is heartbreaking. But this video gives solid affirmation that even with expanded Medicaid, many states that have accepted it, are killing off the low-income disabled. He also stated that New Mexico has /no/ share of cost for its Medicaid recipients, and is therefore far more reasonable. In /my/ research, I discovered that Minnesota is likewise decent. BUT NOT CALIFORNIA! My comment:

“Randy: California is just the same as Idaho…very cruel. In my research, I discovered that Minnesota is like New Mexico: no share of cost. I’ve been trying to put the word out there, but I usually get accused of lying, and being a right-wing infiltrator…so it’s been a painful, uphill climb. I am so glad, however, that refinancing has proven a godsend for your situation…though millions of others still suffer, and will likely die before their time, and possibly be homeless first.

“I would really like to get a list of which states that accept expanded Medicaid charge a SOC, and which do not…to get a sense of how extensive the corruption. Many of these same people now suffering under Medicaid’s draconian rules voted for Obama, in faith he would improve their lot. Instead, he’s handed them a death sentence.

Not in either of the two major gay papers here in S.F. (Bay Area Reporter & SF Bay Times), but in a relatively newborn neighborhood rag, The Castro Courier. THEY PRINTED IT IN FULL, taking up a full quarter page on page 4. This is unusual, because newspapers rarely print a letter more than two paragraphs long, if that. (Note: I sent my letter to four local LGBT papers.)

I think that the BAR and the Bay Times fumbled and missed out on a groundbreaking expose that may rock boats beyond the local pond. So kudos to the Courier for recognizing a newsworthy item of great import…definitely a feather in their cap. They changed the title of my letter to “PReP for those with Money,” but it doesn’t appear online yet, I checked at:

But what is peculiar in a hilarious and self-aggrandizing way, is that the first two letters on that page are mine from past issues! I’m sure you’ll get a laugh when you see what they’re about.

No PrEP for the Poor

Many of you now reading this are under the illusion that if one is poor, he is covered for all his health needs at zero cost…especially since the advent of Obamacare’s expanded Medicaid. This is poppycock, though exactly what the government and mainstream media want you to believe. (And also the alternative press, so it seems.) The truth is this:

Our state, California, is a blue state, and thus has accepted expanded Medicaid. While I don’t think anyone destitute enough to be eligible for Medi-Cal should be charged any share of cost, the Golden Bear State instituted SOC in 2007 under the watch of Gov. Arnold Schwarzenegger (R). Though it is absurdly based on the cost of living eighteen years prior: 1989 (and never been raised since)! Which means that Medicaid will not kick in until you’ve paid the remainder of your income above $600. For example, if you collect $1,100 monthly, your SOC will be a whopping $500. PER MONTH.

Other blue states have followed suit, except for a few fair-minded ones such as Minnesota, which charges zilch on incomes below $1,301. For affirmation of my claim, get on the web and check out:

How does this impact low-income LGBT’s in San Francisco? Very badly, as you can imagine. “But can’t they go to free services such as the city clinic, to make up for this shortfall?” you may be asking right now. Well, for some things, yes, such as certain vaccinations and STD treatments. But not for preventing or healing AIDS. While they offer PrEP and PEP capsules under Medi-Cal billing, you are still required to match your SOC first. Which is impossible for those collecting Social Security, whose monthly income exceeds $600. (Unless they starve or go homeless in order to cover the cost, I guess.) Thus you’ll be charged out of pocket, the full price. Even though in this meager financial state, you’re lucky if you can cough up ten dollars.

Note: the implications of other medical needs not affordable to most Medi-Cal recipients is horrendous, but I’ll save that for another time.

This means that, while affluent queers now enjoy partying and humping to their heart’s content with no fear of HIV complications, the poor in our community remain stuck in a virtual 1980’s era of the “gay plague.” For should they be unlucky enough to contract that disease (and more likely they will for obvious reasons), low income LGBT’s cannot afford any AIDS treatment, as well. As I walk by billboards and posters of handsome young men smiling because they only need a single pill to vanquish This Demon of Decimation, and live a good life:

I shudder to think of my brothers (and some sisters) who must live in terror and misery due to denial of such a providential cure. Thanks to the wonders of medicine provided only to the affluent for whom the poor, such as myself, remain invisible and even unwelcome. Meanwhile, the Democratic Party elitists pat each other on the back over the “miraculous” success of Medicaid.

I performed my own investigative reporting by being a client at the city clinic. As I talked to different workers while being tested for this and that, I asked questions. It was difficult to get one counselor to admit that low income gays cannot get PrEP. The counselor would never reveal the fee, and this was before he admitted that the poor can’t afford PrEP, because of this share of cost. Yet, even then, I couldn’t get the actual price for the medication out of him. I wonder if they charge a HUGE amount to Medicaid, and don’t want me to find out.

But, I did benefit by getting the first of three shots of the hepatitis B vaccine, and the vaccine for Invasive Meningococcal Disease which is the latest curse to have started spreading in the LGBT community, especially Los Angeles and Chicago. It is a very deadly microbe, and easily spread by sharing saliva, such as through kissing, drinking from the same glass, sharing a joint, etc.

And I can’t just be afraid of giving my buddies hugs and kisses, and smoking pot together. So I gotta persuade Zach to go to the clinic, and get vaccinated for both, ASAP. He is even /more/ vulnerable to these scourges, than I am.

This is horrible…after suffering AIDS for so long, and learning safe sex, now we must start fearing even kisses, sharing a fork or glass or doobie? I’m thinkin’ biowarfare here.

And we poor gay folks are denied PrEP…disgusting. All this, on top of this tidal wave of homophobia coming from both Xians and Muslims. No sooner had we begun to make inroads, turning Xians to our side (at least a bit, but progressing nonetheless), than Islamic demons burst through the door and threaten to wipe out all this painful progress.

Expanded Medicaid = Sick Joke

Obamacare’s expanded Medicaid is a sick joke. For in most states that accepted it, these low income clients are required to shell out around HALF of their monthly Social Security EACH MONTH they need care, as their share of cost…before Medicaid even begins to pay one red cent. There are a few states that are fair, such as Minnesota, which charges ZILCH share of cost if your monthly income is $1,300 or less. But in California, for example (where I reside) I have to pay out $518 per month on my income of $1,118! Here’s proof:

Which really means I can’t afford any Medicaid (unless I’m willing to either starve or go homeless), thus I can go blind even though there is medical care to allay this. Likewise for dental, hearing, therapy, etc. IOW: THIS IS A DEATH SENTENCE ON MORE THAN 14 MILLION RESIDENTS OF CALIFORNIA, and God knows how many other states. Yes, the same is true for other blue states…I don’t know how many, since I’ve only looked up several, and their Medicaid web sites are quite obfuscating about actual share of cost.

Except for Minnesota which is very upfront. I suspect, though, that those states not providing easy discovery of Medicaid expenses based on income, are ripping off the poor like monkeys plucking bananas. Yet this horrible outcome has been swept under the carpet by both government and mainstream (and even alternative) media.

Meanwhile the Democratic Party elitists (you know who I mean) pat each other on the back, over Medicaid’s “miraculous” success.

Also, Obama has cozied up to the oil industry in big ways, and therefore is not too environmentally friendly…right in the midst of ever-worsening catastrophic climate change! See:

A lot of Democrats/progressives are brainwashed to think, if you’re so poor as to be eligible for Medicaid, Obamacare has you covered on all bases, and you don’t have to pay even a penny. I am often accused on social media, whenever I bring this up, of being a RW saboteur, and even a racist. I VOTED FOR THE MAN, FOR CRIPES SAKE! So, for the most part it’s very much like waking up into a nightmare that I can’t seem to escape. It makes Nightmare on Elm Street look like a children’s playground.

Bernie Sanders is the ONLY CANDIDATE who has brought up the issue of Medicaid still being way too expensive for those who need it most. Interesting that he didn’t cover this topic until at least two weeks /after/ I emailed him a copy of my Medicaid ripoff essay…thus I like to think my letter has been a help.

No politician has gotten back to me, after I emailed them this same piece; they are: Prez Obama, his wife Michelle, Bill Clinton and /his/ wife, Bernie Sanders, Nancy Pelosi, and even Ralph Nader. In addition, I mailed my letter to the top 17 most widely read online, alternative news services…yet not a single one of them ever responded back!

Nor do I see /any/ coverage of this act of SLOW GENOCIDE upon potentially 70 million people or more by any of our alternative media outlets. Everyone knows about the red states turning down expanded Medicaid…which is also horrid and genocidal. But they mostly believe that any poor person in a blue state is fully covered, as a result of Medicaid’s expansion!

So whenever I see Obama in the news being praised for expanding Medicaid, and what a lifesaver this is for the poor…I tend to upchuck.

How You Can Save My Life

[ Spacefaring Reader: by “save my life” I mean that my living and financial situation is quite precarious at this point. See my piece, “Obamacare Defecates On The Poor” to understand. Has to do with Medicaid now demanding I pay $518 monthly share of cost on a sparse income of just $1,243; which will (possibly) make me homeless or starving in short shrift. Not to mention going blind because I can no longer afford checkups and treatment for my eyes. In addition, my living arrangement is on the line, due two extreme prejudice against Yours Truly for being a homeless advocate. Which includes having some of my street pals visit my SRO in a large apt. building filled with antagonistic residents. These selfish occupants have nothing better to do than scapegoat me, while enjoying their affluence often provided by coddling mommies and daddies with 6-digit incomes and up.

In my emails I sometimes mentioned how I had to get surgery for a
probably-detaching retina. I also have cataracts, and the ones in my
left eye are starting to impair my vision. My mother came down with
macular degeneration around my age…so that’s another thing.

Listening to Bernie Sanders’ speech on the radio yesterday, he declared that many people who are insured must pay high fees which they cannot afford. So he /knows/ my situation, and that of many others on Medicaid. I am most impressed. Maybe he read my message of outrage that I posted to his Facebook wall.


On another note: I think that my intentional typos in the final
paragraphs of “Booty”–that emphasized my increasing sight
impairment–are directly inspired by that incredible sci-fi short
story, “Flowers for Algernon.” A synopsis of which you may read here:

Two reasons I beg this request, are because of the miraculous happenings in my life that have recently taken over; hardly anyone else shares my enthusiastic revelations. Plus:

In the event that my whistle blowing activism may land me in prison–or even have me disappeared by gov’t intrigue–I need at least /three/ witnesses towards my courageous demise. But I’m sitting pretty, for I have 17, including yourself: Larkin Kelsey (of course), Eleanor Cooney (from Mendocino), John Havrilchak (from Philadelphia), Laundromat Lady Zelda (around the corner from my hovel), Barbara (employee at CVS Pharmacy just a half block away), my brother Vincent Catalano Jr. (from Massapequa, Long Island), Sally Leiser (mother of a homeless man, Mike; she lives somewhere in Michigan) my illustrator Sidni Rohan (from Levittown, PA) and my street pals Kurt, Mikey, Hollywood, Gregory, Darrin, Zach, Cameron, and Jerry. They will each receive a letter similar to the one I am now posting to you.

I will of course keep Larkin informed of my situation as best I can. By snail-mailing him a copy of this email to you, for one. He is both my protector and saviour.

So I should be going into hiding soon, via the blueprint laid out by my army: The Blue Rose Militia. Contact with you and all other allies will be established through super-secure routes.

I am so greatly loved these days, I cannot be anything but tremendously assured that /many/ brave and lovely men have my back. If I am delusional in all this, so be it. But who on earth can oppose such a marvelous destiny, when revealed this amazing outcome whether by fantasy or real-life drama?
